Can I send and receive messages from my android Samsung Galaxy a715G phone through the messages app on my ipad0S15

You won't be able to send an iMessage, but a standard text message should not be a problem if your iPad has that enabled.

Quickly said, imessage is an apple based communication system between 2 or multiple iPhones. Look at it like Whatsapp. If you don't have the app installed, you cannot message.

Unless you also have an iPhone using the same Apple ID as your iPad, your iPad cannot send/receive SMS.
