It doesn’t appear my new phone activated or that my data transfer worked. can I start it again?

From our understanding, your new iPhone did not activate as expected when using quick start. We can certainly understand your concern and can help provide some insight.
If your phone is already to the home screen, you will not be able to use Quick Start without completely restoring the phone.
