Only the Photos.app, the successor to iPhoto has been able to sync with iCloud Photos. The most you can hope to recover from iCloud for iPhoto are the photos in My Photo Stream and in Shared albums, if you have been using My Photo Stream and shared albums. But your iPhoto Libraries will not have been saved in iCloud?

Or have you been using Photos for Mac? If you have been using Photos for Mac and synced your system Photos Library with iCloud Photos, you can access the photos from this library on your iCloud webpage at www.icloud.com. Open this page in a browser on a computer, sign in with your iCloud APpleID, then open the Photos.app on this page. Wait, until you are seeing the photos from your iCloud Photos Library, select some photos and click the Download button in the toolbar to save the selected photos on the computer.
