If using your Apple ID doesn’t work that means you never set up an Apple ID as a way to reset the passcode. The only remaining option is to restore the phone to factory settings and set up the phone as New. You can’t restore a backup, because the backup includes the Screen Time passcode. However, you can sync most data to iCloud, then sync it back after your restore the phone.

To sync to iCloud go to Settings/[your name]/iCloud and turn on all of the switches, then wait for the sync to complete. This can be a few minutes to a few hours depending on your Internet connection speed and how much data you have. If you have a lot of data on your phone you may have to add additional iCloud storage; it costs 99¢ a month for 50 GB. Go to Settings/[your name]/iCloud/Manage Storage to add it.
