Seamlessly downscale 4K video in the Photos library while keeping all metadata the same?

I've been searching for a good way to shrink some of the 4K footage I have in my Photos Library to save a bit of space, but can't seem to find a decent way that doesn't involve exporting, downsizing and re-importing.

It would be great if Apple added a feature like this to the Photos app on macOS, but for now, are there some simple / better-than-the-rest ways to do something like this?
