trouble with apple to android

My bf and I text all the time, he has an android I have an iPhone. it seems likes every three months we have issues with receiving messages from each other/ calling each other. the first time I would sometimes get his messages but would go straight to voicemail if I would call and he would get nothing from me. we both tried different things to get it fixed ( he got a new phone, we both reset out phones, deleted our messages, deleted and readded each other's contacts) until all of a sudden it worked. Now it's happening again, communicating with no issue until I didn't hear from him all day then got flooded with messages later that night. Now I'm not sure if he's getting anything from me. I'm not sure if its a phone issue or carrier issue he's the only android I've ever had this problem with.
