iCloud storage comes at a monthly subscription, not a single payment - did you terminate the subscription? That would revert uyou to the free 5GB level. If in fact you have continued to pay the subscriptiopn and you are not seeing the storage level you expect you should contact Support: https://getsupport.apple.com
